Select Board Minutes: June 19, 2017

Present: Marj Roy, Vicky Mishcon, Jim Delaney, and Dave Blinn

Road Agent Report: John Thompson was unavailable for this meeting due to the storm.

Boston Post Cane:

Millie Longfellow, who at 97 years old, is the oldest resident in Andover and will receive the Boston Post Cane and Award this year. There are several other residents in town who are also in their nineties. Frank Haley is 96 years old and the oldest veteran in town. Hale Shaw and Perley Ordway are also in their nineties.

Delaney will coordinate with Donnette McGill of the Beacon for Roy and Mishcon to hand the Cane over to Millie tentatively scheduled for Wednesday, June 21, 2017 at 10 AM. The Board would like to recognize Mr. Haley on the Fourth of July at the podium. Additionally, the Board would like to see if these four residents would be able to ride along in the 4th Parade together.

4th of July: Blinn and Delaney will work together on putting flags on the town vehicles for the parade. Additionally, Blinn offered to purchase the candy that is tossed from the town vehicles to the children who are watching the parade along Main Street.

Comcast: Melissa Pierce from Comcast sent Roy information that Comcast’s Construction Team is working on the survey and estimating the cost for residents at the far end of East Andover at the Franklin line who do not have Comcast available to them. An update from Comcast is expected in the next few weeks. Delaney suggested that TDS be contacted, letting them know what Comcast is doing. Roy will contact TDS.

Roy forwarded the email she received with this information from Pierce onto Mr. Norander and Mr. Hackmann who attended the previous Board’s meeting asking for assistance in this matter.

Morrill Hill Road Bridge Update:

Charles Willeke, Project Manager at New Hampshire Department of Transportation (NHDOT), emailed Roy to say that NHDOT reviewed the bid tabulation and summary provided by Hoyle and Tanner Associates Report. NHDOT determined the bids to be competitive and that the Town may award Michael Hansen Construction Ltd the contract in the amount of $462, 959.00. The State needs a copy of the signed contract including the “Notice of Award” and “Notice to Proceed.” Once they receive those items, the NHDOT will be able to reimburse the Town 40% (1/2 of 80%) of the low bid amount. The remaining eligible construction funds including eligible construction engineering costs will be reimbursed at the end of the project following NHDOT inspection, completion of as-built drawings, and completion of Form 4 load rating analysis.

The Board will review the Hansen bid specifics before their next meeting on July 5, 2017. At that meeting they will summarize it and read it for the public.

Other Business:

Old RP Johnson’s building: Delaney indicated that Rite aid expressed some interest in purchasing this property.

Budget Committee: Arch Weathers spoke to Delaney and has asked for the Board’s help in getting a secretary to take minutes for this board’s meetings. After discussion, the Board agreed to look for someone who would not have to attend the meeting, but could just transcribe from the recording if the Committee records the meeting. Delaney will contact Weathers to have him contact Cheryl Ashburn on Plains Road, a local person who does other transcription.

Transfer Station:

The Board had a legal non-meeting last week to look at the Transfer Station property to see what and where things are placed and what can be done to improve it. The Board needs assistance with how they can improve the design of the Transfer Station.

One idea for improvement is to reposition the hopper. The old office building at the Transfer Station might need to be replaced. The Board would like to gather ideas and discuss the information. Then, once the Board is more prepared with options, they will hold a public meeting.

The Board will attend the Solid Waste Management Roundtable Meeting in Meredith next Thursday, June 29, 2017 for a two-hour session titled “Is Recycling Worth it?” The Board will also invite Reggie Roy, the Transfer Station Manager.
