Andover Conservation Commission Minutes – October 29, 2020

By Lee Wells

Special Meeting about White Oak Wetland Marking
Condensed from draft minutes
Present: Jesse Schust, Tina Cotton, Jerry Hersey, Lee Wells, Alan McIntyre

Tina has found the names of several wetlands scientists in case Earle Chase cannot do it.

Jesse has contacted Earle, and he thinks he can do it.  We have approved $300 for White Oak mapping.

Action item: Check with Town to see if Town has survey map: Lee.

Town did have a survey done before the state would approve the transfer of the land to the Town.

Earle would like to have someone do it with him. Jesse will try to arrange time off to join him.

White Oak has clearer delineation and is smaller than Bog Pond — it should be an easier job.

Jesse made a motion to hire Earle Chase for mapping the boundary of White Oak wetland with a cap of  $300, and add $200 for buffer. Seconded by Jerry. All in favor.

We could mark the buffer ourselves.

If Earle cannot do it, other wetland scientists are – in order of preference: (check to make sure certified)
Salisbury: Joe Schmidle – Joe works for the Wetlands Bureau
Wilmot: Pierre Bedard
Peter Steckler – used to work for Nature Conservancy
Center Harbor: Rick Van de Poll – contacted to work on the ordinance

Skip Lisle is owed $2,500 for his work on the Emery Road Beaver Deceiver. He needs to submit a bill.

Motion made by Jesse:  to include $5,000 for maintenance for Beaver Deceivers as budget line item in Road Agent/highway budget. Seconded by Alan. All in favor.

Action item: Lee will check with Marj to see what is left in our 2020 budget.
