FNRT Minutes: October 17, 2012

Present: Alex Bernhard, Tom Frantz, Myra Mayman, Steve Rayno, Peter Southworth, Bob Ward, and guests Joyce and Ellsworth Morton.

Note: The next meeting will be held on Wednesday, December 5. There will be no November meeting.

Old Business

RTP 2012: Alex spoke about our November project of building three miles into Boscawen. Nita has formal approval that the money is available. The Town of Franklin has cleared brush, and Dave Murray will also brush the sides to Gerrish Depot.

Edmunds has put in a bid for the stone dust, and the grader and compacter are lined up from Durgin and Crowell. Steve completed some trail clearing and painted over graffiti.

Alex noted after this three-mile stretch, we’ll have only about 3.5 miles of trail left – the final stretch since the FNRT began in 2004!

Maintenance: Ricker Miller singlehandedly cleared out the culvert to the west of the Proctor Cemetery and replaced one of the culvert markers.

Land and Water Conservation Fund: Bob hasn’t heard anything from DRED in regard to this.

Strategic Action Plan: In Sept. of ‘11 we reviewed our Strategic Action Plan. Myra suggested we might initiate a maintenance subcommittee, and Tom Frantz will join Peter in brainstorming a new maintenance model (including discussion of a budget) that we’ll discuss in February.

Myra noted that communication has gone well, but we haven’t held annual meetings (in our bylaws). Lastly, she raised the need for recruitment of new board members.

Legislation regarding vehicles for disabled: Should we have a special meeting with someone who knows the legislation? Alex summarized the need for a policy to articulate our rules and guidelines for disabled persons to access the rail trail. It was suggested that we ask Charles to take the lead in developing the set of rules for disabled trail users.
