Board of Selectmen Minutes, May 18, 2015

Condensed from approved minutes

Present: Chairman Coolidge, Selectwoman Mishcon, and Selectman Delaney; John Thompson, Proctor students, Brenda Godwin, and Town Administrator (TA) Marj Roy.

Road Agent John Thompson

Working in cemeteries getting them ready. Town hall, Beach all clean up. Materials have been purchased for East Andover Cemetery water pump.

Sweeping: Plains Road, Town Square, and all major intersections.

Sam Hill Road: Work order submitted. Approximately $8,000 to complete. The Board signed the work order.

Johnson Lane: Layout process needs to be followed. The road may have lapsed to Class 6 due to lack of Town maintenance. Marj will research the process. The gates will be taken down per Dave Powers.

Lafiosca’s on Maple Street: John Thompson looked at the header stone and rolled the banking down to it when they cleaned Maple Street. The pipe was moved over four feet to avoid altering a maple tree per the request of the owner.

Forest Fire Warden Stephen Barton

Stephen Barton asked the Town if they would help support the purchase of a forestry truck, a Ford 350 1-ton 4WD with dual wheels. He would like to have a truck to carry equipment, hand tools, water tanks, 10 Indian-type backpacks for fire fighters, and a 250-gallon reservoir tank, too. It would be a multi-purpose vehicle for the fire department, Forestry, and the police department.

Currently, we are using private individuals’ vehicles, and insurance companies are not wanting to cover them. Selectwoman Mishcon would like to see if the fire department and the police department would like to go in on the expense together. It was suggested to look into any possible grants available.

Tax Collector

Joanna Sumner informed the Board of how many outstanding tax payments were left and what arrangements have been made to get the taxes current. It’s fewer than 10 people, and they all should be paid up before the next bill.

Town Administrator

A public hearing was posted for July 6 at 6:30 PM. A non-resident public hearing was posted for July 18 at 9 AM.

Old Business

HVAC system: Selectwoman Mishcon spoke about the 2012 energy audit which was done on the building. She wonders if New Hampshire Electric Coop has a rebate program in place. Huckleberry quoted $13,000 for just the office area and an additional $14,000 for the library. Vicky said she would do some research.

New Business

Transfer Station: Selectman Delaney would like to meet to go over what is happening at the Transfer Station. He believes we should have NRRA and the Transfer Station Manager, Reggie Roy, involved, too. The Board will have work sessions on Monday nights at 6:30 PM starting on June 26 on the Transfer Station, and the meetings will be held every other Monday.

Primex: We need an official vote on liability insurance. Moved by Selectwoman Mishcon, second by Selectman Delaney. All voted to go with Primex.
