Board of Selectmen Minutes, July 20, 2015

Condensed from approved minutes

Present: Chairman Coolidge, Selectwoman Mishcon and Selectman Delaney; John Thompson, Jeff Mitchell, Lenny Caron and Town Administrator (TA) Marj Roy.

Jeff Mitchell spoke about the noise ordinance, he is looking for “some common courtesy.” He stated that 4 AM in the morning is too early for activity by Green Crow. He said that the noise sounds like a bomb going off, and it shakes the pictures on his house walls.

Chief Laramie asked Jeff if the activity has decreased in last week, and Jeff said yes. Chief Laramie stated that the police have taken different actions to help, and they’ve been working not only with the noise surrounding the Mitchell home but also in other areas within the Town too.

Road Agent

John Thompson stated the culvert has been replaced on Emery Road. A big tree made a huge root ball around the culvert and pushed the culvert on an angle, and it took a jack hammer to break through. Selectwoman Mishcon asked John if he would call Skip Lyle of Beaver Deceiver to schedule an appointment to discuss possible installation in the Emery Road area.

John is working on the schedule for the Switch Road project.

Jim Shaw will be doing the roadside mowing with a sickle bar.

The Town employees worked late last night getting trees cleaned up after the rain and wind storm blew into town. We had big trees down at the Town Beach, Proctor Cemetery, and on Plains Road.

Halcyon Island

Are we going to adopt a sign for the Island?

Selectmen Delaney wants to know how it will be enforced. Selectwoman Mishcon thinks it should be a guideline. 1) Carry in, carry out. 2) No open fires. 3) Camping by Town permit only.

Chief Laramie suggested talking with the Fire Department to see if they will want to issue the permit, and then they will know who will be out on the island camping with permission for enclosed fire.

Marj Roy will draft a permit. It should state one responsible adult, and there will be a fine if trash is left behind.

Other Business

Heating/Cooling System for Town Office Building: Quote from Huckleberry, replacing with Thermopride propane system and cooling condenser outside. Two options: 1) Just the Town Offices and the meeting area: $13,250. 2) Just the Library: $14,250. $27,500 for the whole building.

Quote from Belmont Home Energy: Mitsubishi Electric system. Hyper heating ductless 100% efficient to zero degrees, multi-zoned and offers rebates. The salesperson said electricity to run the system will cost about half of what is currently paid for #2 heating oil. Options: 1) The upstairs, not including Library, cost $13,000 with a rebate of $1,825 and $400 off from a referral. 2) Upstairs and meeting room, $18,000 with rebate of $2,450 from New Hampshire Electric Cooperative.

Quote from Paradigm Plumbing and Heating: Fujitsu heat pumps. This quote was higher than the other two quotes. $19,500 with same rebates.

Vicky said Jeff Dickinson suggested looking into wood pellet stoves. She said we would have two other things to consider for a wood pellet system: storage, and a way to pipe the heat into the building.

The Board agreed to have a work session to discuss more details on July 27.

Transfer Station

Selectmen Delaney brought up an idea for the Transfer Station building. He would like to tear down the rat-infested building, continue to rent the metal building for the rest of the year, and then investigate the purchase of a metal building instead of renting one. It would be enclosed and wired and have a metal bottom. This would save the Town money. The Board agreed to have a work session to discuss more details on July 27.

Johnson Lane

The Board voted unanimously to recognize that Johnson Lane is a Town Road and is classified as a Class V road that the Town will maintain.

Town Administrator

Marj Roy wanted to tell the audience that the video last time stopped recording, so this week we are recording on a tape recorder as backup, and Lenny Caron has one, too.

Town Office sign needed with removable lettering. Marj will look into pricing.

Letters

 

General Assistance request denied. Board signed letter to applicant.

Marj read a letter from Gary Roberge from Avitar. The Board of Tax and Land Appeals ruled in favor of towns and cities, not Public Service or New Hampshire Electric Co-Op, in the utility companies’ 2011 and 2012 abatement appeals. The utility companies have 30 days in which to appeal the decision.

Other Business

The Board signed the Department of Transportation application to enter into the study phase on the Lawrence Street Bridge project.

Selectman Delaney reported that State Aid Bridge Construction Funds may not be available until 2024.

The Board voted unanimously to authorize expenditure not to exceed $16,000 for a study and inspection of the Keniston Covered Bridge. This is a second opinion to be sure the bridge doesn’t fail. The Town wants to be sure the oil trucks, grader, plow trucks, etc. are not over the safety weight.

Bob Durfee of DuBois and King said he thought some other bridges should be looked at in town. Morrill Hill Bridge is on the Department of Transportation list to be done this year.
