Board of Selectmen Minutes, October 6, 2014

Present: Chairman Coolidge, Selectwoman Viandier, Road Agent John Thompson, Tax Collector Joanna Sumner, Town Administrator Marjorie Roy, Arch Weathers, John Kinney, Jim Delaney

Road Agent

John Thompson stated that the Switch Road project will not be done this year.

Selectmen Coolidge asked about Old College Road, Sam Hill Road,and Bradley Lake Road. John said Old College Road needs to be cleaned out,  then patched, and shoulder work needs to be done.

John stated that at the top half of Sam Hill Road the asphalt is junk and the cars are hitting in the middle. Two culverts need to be replaced, and to grade and tear up top half of asphalt. The DES permit runs out September 15, 2015 for the culvert replacements on Sam Hill Road.

John said that on Bradley Lake Road, the rocks are pushing up and have punctured oil pans. He wants to pull out rocks and bring gravel in to fill holes.

John Thompson handed in all three work orders, and Selectman Coolidge and Selectwoman Viandier signed them.

John said roadside mowing has been completed by Jim Shaw.

Selectmen Coolidge asked about the gap at the railroad bridge. John suggested that a chain link fence be installed.

Arch Weathers asked what the weight limit is for the Lawrence Street Bridge. John said the limit is 20 tons. Duncan said Arch will need a bond to transport anything heavier over the bridge. Arch offered to do limbing from the corner on Beech Hill Road up to his house at the same time he is limbing on his property. Marj Roy said she would need to check with the insurance company.

Tax Collector

Joanna Sumner would like to request a change in her office hours. She would like to change Thursday night to Thursday day hours starting in November.

Transfer Station

Reggie Roy received bids for two options that would provide an observation site for the single stream compactor. One would be to split the new building into two buildings with an estimate of $2,300, and the second option would be to install a window and door in the Recycling Building to create a new viewing area, with an estimate of $600.

Marj Roy did research the propane usage for 2013 to heat the Transfer Station Recycling Building, and the total for 2013 was $961.05 for the year. It was not $8,000 which was mentioned in past meetings.

Northeast Resource Recovery Association said that the Town of Andover does not have a contract with them in regards to what we ship for contents.

Budget Committee

Arch Weathers spoke about seeing the big picture and that Budget Committee members will have time to formulate questions since they will receive the budget well in advance of the meeting where it will be formally presented. He suggested that department heads explain in a memo what and why they are proposing specific line items.

It was suggested that the department heads talk with Selectmen and Marj, then Marj would present to the Budget Committee.  The department heads would be expected to be at the Budget Committee meeting, in the audience, in case someone might have questions.

Emergency Medical Services

John Kinney handed in the final Memorandum of Understanding between the Town of Andover and the City of Franklin. The Selectmen authorized John to sign it. This is to ensure that the Town will be covered by Franklin if we have no one from Emergency Medical Services responding to a call. The charges would be $100 for ambulance coverage and $350 to cover a call. Franklin would cover Monday through Friday, 7 AM to 6 PM, only if Andover doesn’t respond.

Town Administrator

Marj Roy reported the following:

Selectmen signed the letter to shut off the street lights on Flaghole Road, which will be mailed to residents on Flaghole. The letter tells them who to contact if they would like to take responsibility for the street lights near their property.

Marj presented a letter to Public Service of New Hampshire asking them to discontinue the lights on Flaghole Road.

Marj presented a letter to the Andover Horseshoe Club, in care of Norman Green, regarding the lease of Andover property and that they will need to submit a warrant article at the 2015 Town Meeting. This will need to be submitted to the Town by November 3.

The Selectmen signed their letter to the Board of Directors at Ragged Mountain regarding transfer of ownership along with septic system information.

Marj presented a form signed annually for the Andover Snowmobile Club to use Town property for trail usage.

The above letters or forms were signed by Chairman Coolidge and Selectwoman Viandier.

On behalf of the Board, Chairman Coolidge signed a sign permit on Currier Road for a business at RJR Automotive.

Other Business

Jim Delaney asked how the special project monies can be released. It needs to be voted to release the funds to cover Sam Hill Road repairs. Chairman Coolidge and Selectwoman Viandier voted to release the money.
