Board of Selectmen Minutes, December 15, 2014

Condensed from approved minutes

Committee members present: Chairman Coolidge, Selectwoman Viandier, Selectman Danforth, John Thompson, Jim Delaney, Town Administrator (TA) Marj Roy.

Road Agent

Road Agent John Thompson reported the that the pole barn would be starting on December 12.

John just found out the equipment rates for Salisbury. They pay $75 per hour for six-wheelers, $58 per hour for one-ton and pickup.  They are planning on increasing to $10 more per hour for next season. The Town of Salisbury supplies cutting edges.

Mark Stetson

Mark was here as a town taxpayer and asked how the Selectmen came up with a $40,ooo savings by going with another assessing firm. Chairman Coolidge offered an explanation. Jim Danforth ran the numbers, and he will look at his spreadsheet to verify the difference.

Mark believes the difference is with the Data Verification, and that is contracted out with other assessing businesses. The Selectmen will discuss this at Friday’s work session, and Mark will review Cross Country’s shared-services bid and put it in a spreadsheet format.

Mark also discussed the tipping fees from Waste Management. Complete closure of the Franklin ash pit will take place during the warmer months in 2015. Jim Presher will continue to monitor the closure process. Operating cost will come out of the existing funds. They are looking to sell the Canterbury lot and the Penacook City lot, which are projected to sell for $2 million, and the Town should see a credit when the lots sell.

Bob Ward, Chairman of Fourth of July Committee

The Fourth of July Committee has requested that a representative be present at all regular meetings for the Fourth of July Committee.

Bob mentioned that the financial procedure seems to be working well with the Trustees of the Trust Funds.

Due to last year’s washout, the committee has put in place a protocol for a rain event, which will include a rain date.

The parade would be cancelled due to being unable to re-book bands on such short notice.

Atlas Fireworks will not be doing the display for 2015. The committee looked at two companies, and RS Fireworks will be the company they contract with for 2015. The new company will not have low fireworks, and they include cleanup on the following day.

Bob said the Fourth of July Committee meets on the first Wednesday of every month at the Andover Fire Station, and they are looking for new members to join.

Petition

Carlos Ayala presented a petition citing RSA 39:3 with four pages of signatures on it.

Carlos said Town officials need to be very aware of confidential issues. Chairman Coolidge explained that tax information isn’t confidential. Anyone has access to the information.

Carlos would like the Town to pass a law to keep everything confidential. Chairman Coolidge said he will look at RSA 91-A.

Carlos said he is only asking to see if we can be professional with confidential information.

Old Business

GE Capital Lease buy-out: Voted to buy out lease and take from Capital Reserve Fund. Chairman Coolidge motioned, Selectman Danforth seconded the motion, and Selectwoman Viandier approved.

Vote to use highway project money to pay for the pole barn in the amount of $18,600. Chairman Coolidge motioned, and Selectwoman Viandier approved.

Set up of 365 Software and the  need to carry forward the money set aside to carry forward into 2015. Chairman Coolidge moved, Selectwoman Viandier approved.

Flaghole Road streetlights: PSNH would like to meet in a Selectmen’s work session to discuss the cost of removing the streetlights.

Seals need to be replaced on elevator, Chairman Coolidge and Selectwoman Viandier signed contract.

Town Administrator

Marj Roy presented a list of events accomplished in the office by Lois and  Elita.

Mainstay negotiated better terms for no increase in 2015, but with a three-year contract and with 4% increase in 2016 and 2017.

Trustees of Trust Funds and Selectmen need to work together to put new state RSA in effect.

Warrant Article for Horseshoe Club: Marj will work with Norm Green to get the warrant article done.

Transfer Station will be closed  on Christmas Eve and  New Year’s Eve.

Letter to Dan Labonte: Chairman Coolidge signed and Selectwoman Viandier signed.

Written quote for taking down trees by Guillemette, East Andover $450, and Andover $550.

Intent to Cut from Proctor for Elbow Pond area. Chairman Coolidge and Selectwoman Viandier signed.

Intent to Cut from Elwin and Mary Barton. Chairman Coolidge and Selectwoman Viandier signed.

Charlie Darling asked to have the Selectmen sign a contract for the video storage.

Accounts Payable Manifest: Chairman Coolidge & Selectman Danforth signed two manifests.

Recreation Committee

Alan Hanscom said he is concerned that he wasn’t notified about the possible mowing change for next year. It was explained that if the new highway budget is accepted, and they hire part-time people, the new people would be doing all the mowing, which includes the cemeteries, Town Office, town beach, and sport fields.

Alan said the Blackwater Field is mowed every four to five days from May to October.
