Andover Village District had to deal with a frozen water main on the end of Poplar Street. The frozen water main left two homes without water service for over a week. RD Edmunds, Mr Steam and Sons, and Rowell Plumbing , all supervised by Toby Locke for the District , assisted. According to Mike Vercellotti, “We will not know the full financial impact of the repairs for a few weeks.
