Present: Chairman Coolidge, Selectman Delaney and Selectwoman Viandier; Howard George, Pat Cutter, Bill Keyser, Jim Reed, and Town Administrator (TA) Marj Roy.
Pat Cutter, Jim Reed, Bill Keyser were all sworn in for Cemetery Trustees by Marj Roy. One-year term: Pat Cutter; two-year term: Bill Keyser; three-year term: Jim Reed.
Road Agent
John Thompson mentioned that the truck, trailer, and York rake have been ordered and will be ready in two weeks. He has the plow for the truck already.
Bids for the mowers have been sent out. Ads for employment are going in the Concord Monitor, The Andover Beacon, and the Kearsarge Shopper. He has checked on pricing for tools at Sears, Lowes, and Home Depot, and he believes that Kobalt has the best price and offers a lifetime guarantee.
Switch Road project: need to get engineer in to evaluate.
Monticello Drive: Needs to be redone.
Recreation Committee
Howard George attended the meeting to see what the Town’s plan is regarding the Blackwater Park field. Chairman Coolidge explained that the Board would like a list of responsibilities, when things need to be done, like how often the field needs to have fertilizer applied, when the water is turned on/off, etc.
Duncan said the goal is to get the fields done more efficiently with less money to save the Town money.
Howard told the Select Board that the Blackwater Park field was started in 1994 and due to wear and tear it needs to be over-seeded with Bluegrass and aerated. Howard told the Board that it takes 3.5 hours to mow the field and slope.
Cemetery Committee
Pat Cutter would like to hire out stone repair, and Chairman Coolidge assured Pat that the Town will cover the expense to fix the stones needing repair.
Town Administrator
Marj Roy mentioned that the MS-2 report has been sent into the Department of Revenue, ahead of schedule.
Diane Frechette, who is from the Department of Revenue Administration Property Division, was in the office twice to go over the Town assessing files and doing the five-year assessment review.
The Selectmen office personnel are working on getting everything together for the yearly audit.
Chairman was elected. Jim Delaney moved for Duncan Coolidge to be Chairman, and Sophie Viandier second the motion. Duncan Coolidge will remain the Chairman of the Select Board.
Selectman Delaney handed in a letter with hopes of saving the Town money on purchases for the year. The letter describes the experience and knowledge that Reginald Roy has as a Purchasing Agent, and Reggie will review all purchases to see if he can save the Town money by having contracts for specific items for a year time-frame. Reggie has offered his services free of charge and will submit a report in six months and again in a year to the Select Board with his findings.
Selectman Delaney said a person called him regarding not having any water access at the East Andover Cemetery to water the flowers at the graves. Jim said the water pump died approx. 15 years ago. The current Select Board agreed to replace or fix the current pump.
The Select Board talked about what needs to be done to get rid of the rodent infestation at the Transfer Station. It was recommended by Terminix that the building be enclosed with an access door.
Future goals of the Select Board: Blackwater river access, heating and air control system for the Town Office, committee minutes received on time, backhoe research history, knotweed program.
Marj Roy future goals: Develop job descriptions, quarterly department meetings, quarterly budget preparation, Town Report deadlines, move School District meeting for next year, set up archives in basement, continuing training with LGC or Municipal Association.
Select Board signed doomage letters to individuals that had filed an Intent-to-Cut but haven’t completed their cut or completed the form to be filed with the Town, which needs to be done and submitted to the Town by May 15, and then it’s sent on to the State.
EMS: The Select Board approved money to be taken out of account to purchase cardiac equipment.
Jim Delaney motioned and Sophie Viandier seconded the vote for Chairman Coolidge to sign the lease application for the truck for three years.
