Capital Improvements Planning Committee Minutes, August 27, 2015

Attendees: Chuck Keyser, Jeff Newcomb, Bill Leber, Marj Roy

A request for input for projects expected in the next 10 years with a cost of more than $10,000 and an expected life of at least five years was sent by the Town Administrator on behalf of the Board of Selectmen in April. A follow-up request was sent in May. As well, members of the Capital Improvements Committee worked to contact the department heads directly.

Despite these efforts, only two Town departments submitted information for capital expenses:

  • Andover Fire Department
  • Andover Town Administrator

Various options and ideas were discussed to address the lack of submissions.

Marj Roy offered to begin work to contact the department heads to solicit input and report back to the committee in a few days.

Doug Phelps and Chuck Keyser are planning to attend upcoming Budget Committee and Board of Selectmen meetings in an effort to garner support for the Capital Improvements Committee’s mission.

Doug Phelps presented charts depicting Andover’s projected general population and AE/MS school population based on data from the New Hampshire Office of Energy and Planning.

Future Activities: Collect project inputs, generate analysis Andover’s Town Valuation 2002-2015 for review at the next CIP meeting on September 24.
