Noise Ordinance
Vote to accept Noise Ordinance: Selectman Delaney motioned to accept Noise Ordinance, second by Chairman Coolidge, both approved.
Verizon Wireless
Brian Ross from Verizon is requesting to put a cell tower on Town property. It would be a lease for 25 years. This would be a warrant article in March 2016 if the Town wants to go forward.
Chairman Coolidge and Selectman Delaney suggest talking to representative with questions regarding the service in this area.
Road Agent
John Thompson stated Switch Road fine grading is being done and paving should start Thursday.
Sam Hill: Postponed due to high water level.
Chairman Coolidge asked John Thompson if the Beaver Deceiver is something the Town could build. John mentioned that it’s made of heavy-gauge rubberized wire and pressure-treated wood.
John Thompson is wondering what the plan is regarding paying for the Beaver Deceivers that have been installed on Emery Road and Switch Road. The Conservation Commission agreed to pay half of the cost of the one on Switch Road.
John also mentioned that he thinks we should wait for the next new, updated program for the RSMS program, which helps to keep track of the individual road maintenance in town.
Zoning Code Administrator
Dave Powers gave a report on 254 Currier Road. We had complaints and found an old trailer mobile home with people living in it. They do have a composting toilet/sewer system, and they have gray water going onto the ground. They need to have running water to their home.
The land owner is working on getting a septic system design. He started the process, but it will go where he is planning on building his new home next year.
Dave admits that he confused two properties on Currier Road due to the fact that the trailer used to be on another property on Currier Road.
Chairman Coolidge suggested to Dave to talk with the Planning Board to see if they can decide what should be done.
Tom Taylor
Tom came in to bring his Intent to Excavate. He was not aware that he needed to fill out a form to remove top soil from his property. He is going down one foot. He knows that if he goes over 1,000 yards, he will be taxed.
Chairman Coolidge said his understanding is that no restriction is needed. Chairman Coolidge and Selectman Delaney signed his Intent to Excavate.
Other Business
The Select Board signed the Andover Snowmobile Club’s yearly form and Huckleberry Propane and Oil’s rate lock for the season.
TA Marjorie Roy brought to the Board’s attention that Joanna Sumner had called her to let her know that Barbara Aube is taking her request for tax reduction to the Superior Court. Marj told Joanna that the subpoena should go to our Town lawyers.
Police Business
Chief Laramie mentioned that the Selectmen should be receiving a letter from the Superior Court for the noise complaint regarding Mr. Bushy and Mr. Sell.
Chief Laramie has been working diligently on his budget for 2015. He put up new signs over the door and on the north side of the Police Department building. He would like to see a door at the top of the stairs in the Town Office for increased security.
Chief Laramie would like the Board of Selectmen to know that he has not been contacted regarding the Special Olympics being in town on the weekend of September 25, and he feels he should have been notified months ago so he could have police coverage lined up. This is the race weekend in Loudon, and it’s very hard to get coverage on a short notice.
