Capital Requests Review

• One-Ton Firefighting Truck and Skid: This is a warrant article line item for the 2016 Town Meeting in March.
• New Police Facility – Requested follow-up info has not been received by the committee.
• New Police Cruiser – Requested follow-up info has not been received by the committee. The current deposits to the Capital Reserve fund do not appear to be enough to prepare for the next cruiser purchase.

Actions: Look at the Town’s cruiser replacement policy and recommend a sensible deposit rate to be prepared for the next purchase.

Roads and Bridges

The Committee is considering recommending a block of dollars for each year’s road projects.

Actions: Meet with John Thompson to obtain a 3 year outlook of projects (roads and bridges). This would enable the committee to derive an average cost / year which could be used as a basis for future recommendations.

Town Office Projects: Projected costs and timing details are needed for a new file server computer, HVAC improvements, and flooring.

Fence for East Andover Cemetery: Due to the projected cost and budget constraints, reduced cost or alternate funding needs to be looked at. Actions: Work with submitters for an acceptable lower-cost solution. Follow-up on a donation offer.

September: Completed evaluation

October: Public hearing, review Capital Improvement Plan (CIP)

November: Submit completed CIP

The next CIP Committee meeting is scheduled for the last Thursday of March, the 31st.
