Public Hearing: Michael and Mary Bourque, 138 Pancake Road – Site Plan Review for The Pine Outlet
The property is in the Rural / Agricultural District. Warzocha asked what the hours of operation will be, and the response was 7 AM until 9 PM, seven days per week. There being no public input, the public hearing was closed.
The board voted unanimously in favor of approving the written requests for waivers as presented. The board voted unanimously in favor of approving the application for The Pine Outlet for business as presented.
Lenny Caron: Continued discussion on Public Hearing and Site Plan Review for gravel excavation on property located along Bridge Road
Caron recused from the discussion. The board discussed whether the excavation for Wilmot needs to be included in the application and advised that the landscaping does need an excavation permit application completed. Hours of operation on Saturdays will be 8 AM until 3 PM.
The board voted unanimously in favor of approving the application with conditions of an excavation permit; no permanent structures; any applicable state and federal permits will be obtained, and compliance will be maintained.
Discussion took place regarding the excavation for Town of Wilmot’s road maintenance. It was discussed that Wilmot is exempt from an excavation permit, but is not exempt from Site Plan Review, if required by Andover regulations. Caron was advised a Site Plan Review Application may be necessary for Wilmot. The Wilmot Selectboard needs to officially designate Lenny to act as their agent for the excavation activities that are exempt from an Excavation Permit, and if necessary, to apply to the Planning Board for a Site Plan Review. The board will review the Andover Site Plan Review Regulations to see if site plan review is required.
Lakes Region Planning Commission: interest in providing scanning services to Andover
It was the consensus of the Board that the board/town is not prepared at this time to take advantage of the Lakes Region Planning Commission’s (LRPC) offer that the Andover Planning Board be a test community for their proposed large format scanning service. Teach will contact LRPC to advise.
