Road Agent Report

Thompson reported that the crew is smoothing up the roads and filling in holes. The crew started to grade the dirt roads.

The road postings will be up for another week or so.

Morrill Hill Bridge Weight Limit Violations: There is no town ordinance to enforce. The Board will review the weight limits on other towns in the area. The notice will be posted in the Beacon. Roy will send out a letter to three of the common fuel carriers in area to notify them of the potential concerns.

Bradley Lake Road Issue: There was an accident today at the intersection of Hall Road and Bradley Lake Road. The vehicle went into a tree. The accident occurred after the road was plowed but might not have been treated yet.

White Oak Lane Fencing: Town has equipment here that needs to be secured by fencing. Thompson presented an estimate from Andover Fencing for material and labor costing $6,515. The Board reviewed the estimate. Delaney made a motion to accept the proposal for security fencing at White Oak Lane. Blinn seconded. All in favor. Motion passed.

Presentation By Pat Cutter Of Handmade Andover Rug

Line drawings by Sheldon Rich were the basis of the design. The Happy Hookers, an Andover group of rug hookers, hand hooked this rug. It will be displayed in the Town office for all to enjoy.

Other Business

Joe Kenney, District One Executive Counselor, spoke to the Board on an unscheduled visit.

Recreation Committee

Roy indicated there were issues with the auditors with the Recreation Committee Accounts.

Roy explained the Financial Process to two board members (Alan Hanscom and Tom Frantz). All bills are paid out of the general fund. Then the specific committee fund reimburses the general fund. It needs to be done monthly.

Delaney made a motion to take the amount of $2890.00 out of the Blackwater Park Fund to put back into the general fund. Blinn seconded. All in favor. Motion passed

The committee will get an approved list of people to purchase items. It must be committee members. Those approved members will be allowed to purchase items up to $100.00 without Town Administrator or Board of Selectman approvals.

Delaney made a motion to allow the approved committee members to take $500.00 out of the Blackwater Park Building Fund to finish and close up the bathroom for privacy immediately.

The committee would like a new approved Release of Liability form encompassing all sports. Marj will check with town counsel for legal specifics.

Marj will have keys made for the Blackwater Park Recreation building.
