Road Projects

Monticello Drive: Ready to be paved this week.

Lawrence Street Bridge: An independent bridge engineer, Sean James, is scheduled to meet with the Board and the Town Administrator tomorrow afternoon to do an inspection of the bridge. The Town attorney, Matt Serge, is unable to attend this inspection. Therefore, a meeting will be set at a future date with Roy, the Board, along with James to find out viable options so that Andover can make a plan and move forward.

James will also view Morrill Hill Bridge while he is in Andover at this time.

Hall Road Logging: State Forester Doug Miner viewed the work and reported no issues. The work is being done according to forestry regulations.

Proctor Cemetery Waterline Project: Keyser reported that the Cemetery Trustees met last Wednesday and decided not to go forward with this project this year. Keyser indicated that the financial information he was given showed the Cemetery Trustees had $1,075 in available funds left in their project budget.

The Road Agent offered to donate the equipment and is willing to do the ditching work. The Cemetery Trustees want a written estimate from the Road Agent. Roy and the Board reviewed the Cemetery Trustees budget and informed Keyser that the Cemetery Trustees still had approximately $11,000 in their budget for projects.

Maple Street: Roy presented the Board with a letter for their signatures which will be sent out via certified mail to the homeowner so that the Town can discuss with her the possible liability issues with the dead trees if they are not properly taken down.

New Hampshire Municipal Association (NHMA) Proposal

Specifically, “To see if the NHMA will support legislation to reduce local property taxes by 1) fully funding the NH Education Trust Fund as defined in RSA 198:38 and 2) significantly reducing the amount of the $363 million to be raised by the state property tax as defined in RSA 76:3 with any reduction to be replaced from other state revenues.”

After discussion, the Board voted unanimously to sign the proposal.

Transfer Station

Old building and cover need to be demolished. Once all the earthwork is completed, the trailer can be moved and a new cover built.

The Board requested that Roy gather estimates and to include the Recycling Building issues that need to be repaired. The insulation needs to be fixed and a leak repaired.

The Board agreed that the contractor hired needs to work around the Transfer Station remaining open for residents to use as usual on Wednesdays and Saturdays during the demolition and reconstruction work.
