Minutes of October 25, 2016: Art Urie made a motion to approve as amended. Paul Currier seconded. Unanimously approved.
Announcements and Correspondence: Teach stated the board is in need of more alternate members. A revised version of the Access and Driveway Permit was distributed
Zoning Administrator: Dave Powers indicated he had spoken with Road Agent John Thompson regarding the driveway at 34 Tucker Mountain Road. Thompson inquired about the procedure for addressing concerns. No conditions were indicated on the driveway permit and the property owner made some modifications to the driveway. Concerns of the Road Agent were addressed. Powers has not been out to the property at 8 Tilton Brook Road regarding a neighbor complaint pertaining to a concern that the setback was not being met, however the property line needs to be determined.
Accessory Dwelling Units: A public hearing will be scheduled for December 13 and Teach will research the guidelines for posting of the public hearing. A final public hearing will be scheduled for January 10, 2017. The board reviewed draft #5 and suggested more revisions which will be distributed to board members.
Draft Beacon Article: Warzocha distributed a draft article for The Beacon pertaining to Accessory Dwelling Units. The board reviewed and made revisions, which will be distributed to board members via e-mail for further review.
Review invitation from Lakes Region Planning Commission to assist Andover in drafting an Aquifer Protection Ordinance. The invitation was previously distributed to board members via e-mail for review. The board noted that there are restrictions and regulations in place by the State to protect Andover’s water supply. The board did not view it as a priority to undertake a new ordinance in this connection. This would not preclude the Conservation Commission from taking action if it deemed the benefits warranted this.
