Andover Conservation Commission Minutes: June 14, 2017

May Minutes –After minor revisions, Tina made a motion to approve, seconded by Nan. Unanimously approved.

Correspondence Review

Letter from McFarland Johnson regarding NHDOT bridge projects- requesting CC input on concerns/issues. Members looked at the map and decided to do a site visit on June 19 at 5:30. Members will meet at Blackwater Junction restaurant.

Lakes Region Planning Commission Annual Meeting Invitation

Thank you letter from ASLPT for membership donation.

ASLPT Update – Ausbon Sargent celebrated their 30 year anniversary at New London Green. Many people attended including local school children

Review of Handouts from 6/12 Meeting with BOS– The handouts from the meeting with the BOS were given to all members. We reviewed the highlights of: Right to Know Requirements, Minutes– what should be included and when they must be available to the public, the new policy on Boards, Committees and Commissions, “Riggins Rules” for Effective and Ethical Service on a Municipal Board, and Civility in Conversation. Members were asked to read the documents and bring any questions to the July meeting.

Bog Pond Update

The road agent is now working on moving the excavated material and will work on the restoration plan once this is accomplished. Jesse will contact John Thompson to check on progress. It was noted that the Conservation Commission will now be notified by the Road Agent prior to any additional excavation.

Review of Action Items from Previous Minutes

Beaver Deceivers and Wilmot- Jesse attended a Wilmot CC meeting to set up a future discussion with them on Beaver Deceivers. Jesse and Nan will see if Skip Lisle and John Thompson can attend the future meeting and will also invite the Road Agent from Wilmot. A suggestion was made to hold this meeting at an Andover Beaver Site and all agreed this was a good idea.

Beaver Deceivers and DOT – We continue our plan to encourage DOT to use beaver deceivers as the most effective and efficient means of dealing with flooding due to beavers. Jesse has identified a potential pilot site. Nan will continue to work with Vicky Mishcon on urging DOT to change their ways.

Culverts –Alan left a message for Stacy Luke at the Merrimack County Conservation District- to check on the progress of the grant application.

Co-occurrence Map Update- Alan has contacted Colby Sawyer to create the updated co-occurrence maps.

Chasing Ice Movie – Jesse and Alan will continue to pursue the video and speaker but are also looking at the link between climate change and tick diseases including the wildlife decline of moose. The focus of this presentation will broaden to include having a series of talks on how climate change is affecting New Hampshire business (such as maple sugaring), health and wildlife.

Tick Control Workshop- Jesse reported that Wilmot is holding a workshop in the spring. We will see if we can get UNH’s Allen Eaton for late summer or early fall.

Bradley Lake logging- Jerry will report on this next month

Tree City – Mary Anne will contact the arborist we worked with previously for tree purchases and Alan will contact Proctor regarding maintenance of planted trees.

An email has been sent to Marj requesting staggered end dates for Commission member’s appointments.

New Loon Biologist

The new loon biologist for Andover area loons is Sarah Cantwell. Observation forms are found on the Loon Preservation Society Website at: loon.org/volunteer-field.php. Emails and phone calls are welcome: 603-833-1828, sunapee@nullloon.org.

 

Newspaper articles on loon deaths due to fishing tackle and lead and dogs trained to detect emerald ash borer were reviewed.

Solar – The Energy Committee is looking into establishing a solar array at the old town dump.

Meeting start time will continue at 7 PM for the next three months.
