Important Changes to Reasons for Requesting Absentee Ballot

Yes, you still have time to vote absentee!

If you will not be able to vote in person in Andover on Primary Election Day on Tuesday, September 13, you may request an absentee ballot.  Reasons for requesting an absentee ballot include being away from Andover on Primary Election Day, religious reasons, family care reasons, or for a disability.

Given how close we are to Primary Election Day, there may not be enough time to vote absentee via mail; please take care of it in person to ensure that your ballot arrives on time.

The first step is to submit an application for an absentee ballot. You may request an absentee application in person from the Town Clerk, or you may download an absentee ballot application from the Secretary of State’s website  at sos.nh.gov/sites/g/files/ehbemt561/files/documents/Election%20Documents/absentee-ballot-application-state-election.pdf, fill it out, and bring it to the Town Clerk, who will then hand you an absentee ballot.

Please return your absentee ballot in person. Your ballot must be handed directly to Lisa Meier, our Town Clerk, when Town Hall is open. You may also complete the entire absentee ballot process in person at Town Hall (i.e. you fill out the application and the ballot in one visit). 

In addition to regular Town Clerk’s hours, the Town Clerk’s office will be open on Monday, September 12, from 3 to 5 PM to receive absentee ballots. 

Absentee ballots may also be submitted on Primary Election Day to the ballot clerks up until 5 PM. This is usually done by a family member for the absent voter, and that family member will need to fill out and sign an Absentee Ballot Return Form. 

Voters with mobility concerns may request curbside voting on Primary Election Day, and an absentee ballot application and ballot will be brought to them.

Please note: An important change from the 2020 election is that we are no longer under a state of emergency due to COVID-19, and concern about COVID-19 is no longer an accepted reason for requesting an absentee ballot. 

However, if a voter has a medical condition, such as a respiratory condition or being immunocompromised, which puts them in a higher risk category and “medical authorities advise them to avoid going out in public,” then they should request an absentee ballot due to a disability.
