Present: Jenny Bodwell, Tina Cotton, Nancy Robart, Jesse Schust, Lee Wells
1. Correspondence
Received easement monitoring reports from ASLPT (Ausbon Sargent Land Preservation Trust). Received a reminder membership notice from ASLPT and NHACC (New Hampshire Association of Conservation Commissioners). Nancy has contacted Cristy Perkins and Elita Reed to get checks issued.
2. Covered Bridges
Barbara Richter (NHACC) got back to us on the role we could have on the covered bridge repairs. We can certainly have input, especially regarding wetlands impact, but the Historical Society has the final word.
The bridges are the responsibility of the town. We can also have a say in how the runoff is dealt with. Jesse and Lenny Caron are monitoring the bridges, the abutments, and the grade of the road (to keep water from flowing up onto the bridges).
3. The Forest Society
Needs monitoring/report for Fenvale for this year. Derek Mansell usually does that monitoring and will do it in early fall. Jesse will be in touch with him to confirm.
4. Dyer’s Crossing Land
Jesse was able to contact a niece, Irene, of Mel (Emelda) McDonough; he’ll ask her to get in touch with ASLPT, as ASLPT likes to include some history of the parcel in their descriptions of the easements. The niece passed on good reminisces of the McDonoughs; they rented a cabin in Andover and spent summer vacation time here and would visit their land.
5. ASLPT update
Nancy attended outreach meeting on Monday. New environmental forest issue: beech leaf disease. Birds are carrying the disease, which interferes with the flow of water in the trees and ultimately kills them.
Talking about charging stations for electric vehicles. DES will be putting in charging stations. A mountain bike club is asking to put in trails on the Warner side of Kearsarge.
Andy Deegan, Stewardship Manager, is excited about the McDonough property and is prepared to help us with the process. ASLPT is offering lots of activities. They will be doing a Bioblitz in Andover.
6. Beaver Deceiver update
Elbow Pond BD clean as can be. Flaghole (named after the blue flag flowers) Road BD flowing well. Emery Road level high but not as high as May; culvert is completely clear.
7. Community outreach
Invasive Species presentation went very well, great turnout, good coordination between Hub, Garden Club, and ACC.
8. Website updates
Jenny will send a picture to Alan McIntyre.
9. Bradley Lake Properties
Let’s do a field trip and see the town-owned land; aim for a Sunday, July 16 or 23. (Jesse will try to get a copy of the survey from the other abutter,Rae and Tom Voss.)
Jesse received a map from one of the Bradley Lake abutters. The map includes where the current lines are, but also includes how the plots are used/built upon. There is a lot of overlap and confusion.
Nancy will send us a copy of the map. Survey done 2023 by Alan and Major Associates for one parcel (Bradley Point Lane) by James P Smith; neighbors used the same surveyor. We might want to use the same surveyor to do the town-owned land.
10. Wetland Buffer
Warrant article 2024 (contact Elizabeth Harper from Wilmot; has written a great article about the value of wetlands). Jesse would like to ask for a buffer of 100’ for Prime Wetland. We would have to figure out how to handle grandfathered situations.
The State has a good survey of Prime Wetlands. We would have to have it ready to go by January. Can we get a map of the Primary Wetlands — Jesse believes they are in Granit — both libraries and Town Office have maps, not highly detailed.
We can ask the Lakes Region Planning Board to help us with making a map of the Prime Wetlands. We’ll gather info and come up with a timeframe next month.
11. Select Board update
Meeting tomorrow to discuss purchase of the solar panels on the Town Hall.
12. Master Plan update
There will be a meeting to discuss it this Saturday,at AE/MS, at 10 AM. Should we be working on a 10-year plan?
13. Andover/Wilmot Transfer Station update
Jesse and Ken Tripp are on the Recycling Committee. Nancy forwarded an email from Glennie (ASLPT) about this.
14. DOT highway bridge work
Lee has contacted Timothy Dunn; has yet to hear back.
15. Valley Road — ARM grant
Road agent not interested in working on this; should bring Kimberley in on the discussion. Nancy and Jesse will talk with Kimberley. Nancy will try to set up a 15-minute meeting.
16. Time to walk the McDonough Parcel: 6:00 PM, July 17.
