Condensed from approved minutes
Members present: Paul Currier, Chair; Nancy Teach; Pat Moyer; Don Gould; Jon Warzocha, Vice Chair; and Wood Sutton. Harvey Pine, alternate, joined the meeting at 7:20 PM and was appointed to Duncan Coolidge’s position.
Also present for duration of appropriate items: Will Ames and John Ferris, Proctor Academy; Bill Stack, Steve Smith Associates; Carolyn Currier; Twila and Scott Wain.
Announcements and Correspondence
Subsequent to the August 13 meeting, e-mail correspondence requesting a site visit was circulated pertaining to the Mary Anne Broshek subdivision application. Boundaries of the proposed lot were viewed. Paul Currier, Jon Warzocha, Pat Moyer, and Mary Anne Broshek were present. Mary Anne will convey minor changes to Pierre Bedard (surveyor), and a public hearing will be scheduled for October 8.
Craig and Betsy McDonald are still working with the Raynos and their attorney regarding their lot line adjustment.
Lenny Caron has applied to the ZBA for a Special Exception for removal of conditions placed on his 2003 approval. If he receives a special exception, he will also need to apply to the Planning Board for a site plan review and an excavation permit to extract gravel.
Continued Non-Binding Consultation: Site Plan Review for Proctor Academy for improvements to North Street
A site-plan review application, driveway permit application to the State, and the State’s approval for the driveway permit were submitted. The driveway permit is for Ives House dormitory. The application was reviewed for completeness.
Warzocha made a motion to deem the application complete. Moyer seconded the motion, and the Board voted unanimously to deem the application complete.
Public Hearing: Site Plan Review for Proctor Academy for improvements to North Street
The proposal was briefly gone over for Board members who were not present at the previous meeting. The plan is to make improvements to North Street including parking, drainage, lighting, sidewalks, and crosswalks for safer pedestrian and vehicular movement. The proposed plan will also create a “central location” for the campus.
There being no public input, the public hearing was closed.
Planning Board Action: There being no further discussion required by the Board, it was voted to unanimously approve the site plan as presented.
Non-Binding Consultation: Caroline Currier for property near Highland Lake
Caroline Currier indicated that in 1990 a four-lot subdivision on Thompson Point Lane was approved. Lot 4 is a common lot which serves as a septic system location for the other three lots, although no septic system has been built there.
In 2005, a septic system was installed on Lot 1; in 2012, a septic system was installed on Lot 3. Caroline Currier would like approval to make Lot 4 a building lot.
Lot 4 is a three-acre lot, and originally there was no dwelling allowed. The Town holds an easement on the common Lot 4 which would need to be released.
The Board indicated that the record of subdivision would need to be reviewed; owners of Lots 1, 2, and 3 would need to release their ownership of Lot 4, except for access, and Lot 4 would need a deeded right of access.
Paul Currier stated that the common land lot possibly mitigates the fact that Lots 1 through 3 are less than two acres, and he will research the basis for the 1990 subdivision.
