Select Board Minutes: July 5, 2017

Primex – Contribution Assurance Program (CAP)

The current plan is due to expire in 2018. In order to receive the discounted rate, the town must sign up for an additional three (3) years. The Board discussed alternative providers such as through Davis and Towle. Delaney made the motion not to enter into another three (3) year period with CAP. Mishcon seconded the motion. All in favor. Motion passed.

Abatements – recommended by Avitar and signed by all three (3) Select Board Members: Armand Boisvert, Joanna and Henry Weinstack (x2), Property at 157 Main Street (old town hall building).

Application Reimbursement to Towns and Cities in which Federal and state Forest Land is Situated – Signed by all three (3) Select Board Members, (Forest Land in Kearsarge and Ragged Mountains).

Land Use Change Tax – Philip and Janet Decato

White Oak Pit and 76 Bridge Street Properties:

The Board discussed having both properties surveyed at the same time so there are clear boundaries for these properties.

Other Businesses:

Delaney informed the Board that the Road Agent has an issue with Hansen, who the State awarded the bid to for the work on Monticello Road Bridge. There is a negative past history with Hansen for a project in town about ten years ago. The contract has not been signed yet. Roy will contact Sean James to find out if there are alternatives.

The Transfer Station’s tonnage has increased dramatically compared to the same time last year. The Board will institute a Sticker Day to make sure only Andover residents are using the Transfer Station. Commercial fees and enforcement are being considered.

The Board has noticed numerous road signs missing again throughout town. The Board will ask the Road Agent to get an inventory of signs in town.

The Board will consider dropping the speed on Flaghole Road in the area of Boston Hill Road to 25 mph.

The Board indicated they need a work session with the Transfer Station Manager, Reggie Roy, and Road Agent Thompson.
