Conservation Committee July 11 Meeting Minutes

Minutes- The July minutes were approved with minor revisions.  

Correspondence
Completed monitoring forms from ASLPT- these will be filed in the monitoring book.  
Wetlands permit for Proctor Pond dredging.
Death of Dave Pilla- we discussed the notice from Proctor.  Dave was a true friend of the Andover Conservation Commission and helped us by leading many events and providing information and expertise whenever we asked for help.

Harvey Pine- Discussion of wetlands map and how to make it useful for ACC and creation of co-occurrence map- Harvey was unable to attend the meeting and will be asked to attend a future meeting.  Jesse is working with Paul Currier on doing overlay maps on Google.

Bradley Lake Update
Paul Currier and Mary Anne met with Eric and Carl Reiner on July 10 to provide input on the request the Reiner trustees have received to grant access to properties that cross Reiner land.  There are some issues regarding ownership and the Reiners had a meeting planned with Town officials regarding status of the roads as understood by the town. It was agreed that the best solutions would be those that could be considered win-win for all those involved.  Paul will be contacting individuals interested in protecting the Bradley Lake watershed. Mary Anne will be contacting organizations who might be interested in holding conservation easements and NHDES program contacts who have grant funds to protect drinking water supplies.
The Reiner trustees will make the decision on access over Reiner land sometime in the future.

Pollinator Meadow Update
Cathy Neal (UNH Extension expert on pollinator meadows) and Mary Anne met with Jon Champagne on June 19 at the site of J&B Landscaping where the tree cutting has been done.  Cathy will suggest a wildflower seed mixture and shrubs once she receives a soil test. Jon will clearly mark the area where the seeding will be done and will be spreading loam sometime in August.  The Conservation Commission will document the progress with periodic Andover Beacon articles. Jon had many wonderful ideas for how this meadow can be used for educational purposes. The plants take about three years to get established after seeding takes place.

Bog Pond
Wetlands markers and excavation date update- Jesse will have information for the August meeting
review or Earle Chase recommendation – This discussion has been moved to the August meeting.  
Mary Anne will prepare a vision statement based on the Earle Chase report that will be used for the discussion.

Wetlands Ordinance – no progress- Sandy Crystall is not available until later in July

Website
Alan was unable to attend the meeting and will discuss progress on meeting with Marj Roy and completing a Beacon article on the website link at the next meeting.

Cell Tower Tree Marking and Use of Trees
We received an email from Paul Currier stating that the Planning Board decided to let Verizon know that they can dispose of the trees however they wish.  

Dave Pilla visited the Verizon cell tower site on July 2 in response to our request to mark any trees that were near the buffer so that they could be saved.  After visiting the site twice, Dave reported that the trees we had marked on the tree survey were clearly in the buffer zone and he felt that there would be no mistake in cutting trees that should be saved.  

Jerry will check with county forester, Tim Fleury, to see if he can help us monitor the buffer zone for the Verizon site.  We need to determine if Verizon will pay for the forester.

Forestry Presentation – Jerry- still on target for the fall.
Bats and climate change presentations- Energy Committee wants to co- sponsor impact of climate change in NH program.  CC members agreed this was a good idea.
Letter of support for pond dredging- not completed
