Members present: Charlie McCrave; Jeff Newcomb; and Dan Coolidge

Also present for duration of appropriate item: Paul Currier, Planning Board Chair

Organization of Board

Motion and second to elect Dan Coolidge as Chair. Approved

Record Keeping and Filing System

Currier explained that the Town Office is revamping their filing system to combine files for the boards. Using the Assessor’s files as the base, the associated Board of Selectmen, Planning Board, Zoning Board, and Building Inspector files will be incorporated into the Assessor’s files.

All files will be combined by Tax Map and Lot Number. If there are any digital copies of rules and regulations of the Zoning Board, Currier would like to have those integrated onto the Town Web site at Andover.NH.us. McCrave and Coolidge offered to help with the new filing system.

Building Code Enforcement

Currier explained that the Planning Board has been working on drafting changes to the Building Ordinance and a special Town Meeting would be necessary for the town to vote on the changes.

Newcomb stated that he is unconvinced a special meeting is necessary and feels voting at the regular annual Town Meeting would have more voters present than a special meeting.

Coolidge stated that at this time Andover has an unenforceable Zoning Ordinance and Building Ordinance and the lack of record keeping creates a problem in attempting to enforce the ordinances.

Currier stated that at first he was in agreement with Newcomb, however, is in favor of a special meeting.

Coolidge asked if a public informational meeting would be held, and Currier responded that there is usually no attendance at them. Coolidge also stated that he feels this should come before a deliberative session rather than a special meeting.

Currier stated that at this time there is an interim building process in effect for any new building permit applications.
