Board of Selectmen Minutes, January 5, 2015

Condensed from approved minutes

Committee Members Present: Selectmen Coolidge and Viandier; John Thompson, Jim Delaney, Town Administrator (TA) Marj Roy.

Road Agent

Road Agent John Thompson reported the pole barn is completed. The building from the Transfer Station has been moved to White Oak.

John mentioned that the Town needs to send a letter to Block House Lane residents in regards to the dumpster that is in the right-of-way. This has been an issue since November 2014.

Town Administrator

Marj Roy said that Loren Martin from Avitar will be handling all of Andover’s assessing. This will eliminate any questions regarding a conflict of interest with Mark Stetson.

The Town adopted the Selectmen’s Operational Guideline Handbook. Selectwoman Sophie Viandier accepted and Chairmen Duncan Coolidge approved.

Transfer Station electronics need to be placed in the Recycling Building, not the metal pile.

The Town Office heating system was out on Saturday. The coil was replaced in order for the system to work.

Public Hearing

A public hearing will be held on January 21  at 7 PM. This is the time when the public can come to ask questions.

Chairman Coolidge asked William Bates to be the liaison with Proctor. Marj will have the papers ready to sign on Friday. Duncan nominated and Sophie approved.

Medical rates from School Care, signed by Chairman Coolidge.

Septage agreement, required by Department of Environmental Services so Andover can dump in Franklin, signed by Chairman Coolidge.

Letters to assessing firms thanking them for their bid were signed by Chairman Coolidge and Selectwoman Viandier.
