Topics and Highlights

Due to the absence last month of many of this month’s attendees, last month’s topics were quickly reviewed.

Andover’s 54-Year Town Population History was reviewed (data provided by state of New Hampshire).

Andover’s 10-Year School Population History was reviewed (data provided by Jane Slayton).

Discussed cover letter to department heads and Capital Project input form. The letter and form are planned to be sent out this week.

An analysis of Andover’s past five years’ tax rates was reviewed and discussed (data supplied by Marj Roy)

After reviewing a sample Project Classification scheme, Leber proposed, and the committee agreed, to reduce the six classifications in the sample to three:

  • Urgent
  • Necessary
  • Desirable

As projects are submitted, these classifications will be used by the committee.

A sample Point Scheme to be used to weight and prioritize projects was reviewed.

The committee tentatively agreed to use this approach and reevaluate its effectiveness as project review progresses.

A listing of capital expenditures was reviewed and discussed.
