The ever-growing interest in the formation of cooperative school districts by surrounding towns has prompted studies for a Tilton/Northfield/Sanbornton Cooperative to the east and a New London Cooperative comprising the towns of Andover, Wilmot, Sutton, New London, Springfield, Newbury, Warner, and Bradford to the west. However, in considering the New London Co-op, the Andover committee decided to also explore formation of an Area District with Franklin, and this prompted a letter of inquiry from the Andover Committee to the Franklin School Board in September. The Franklin Board unanimously passed a resolution favoring such a District and petitioned The City Council for authority to offer a guaranteed 20-year contract to Andover High School students.
