Minutes of June 28, 2016 meeting

Planning & Zoning Coordinator:

Has researched Planning Board forms used by other towns in order to revise the current Andover forms and applications. Teach and Moyer have drafted a revised Driveway Permit Application for the board to review and approve. Currier recommended the Planning Board should review the ordinance and have the Road Agent update the Planning Board on an annual basis. Costa recommended input from the Road Agent when the Planning Board reviews and discusses the driveway permit.

Zoning Administrator:

Powers stated he was contacted by a couple that is looking to purchase land and was inquiring as to the minimum square footage required for a home. The response is 480 square feet.

Received a complaint regarding property on Franklin Highway – a possible towing business.

Bill Stack – Proctor Academy – amend plans to courtyard area between the dining hall and field house

Stack presented the originally approved plan (Phase 1) from fall of 2015 along with plans with revisions to the access to the Fieldhouse entrance (Phase 1A). The amount of pavement has been decreased by approximately 2900 square feet. The existing entryway to the building will be relocated to the southeast corner of the building. There will be a slight alteration to the drainage. Stack has met with AOT and they indicated Proctor is entitled to a deviation to the plan. Currier made a motion to approve phase 1 & 1A as there is not a significant enough change to warrant a new Site Plan Review and will accept the revised plan. Should there be any significant changes to the plan for Phase 1A, Proctor will present it to the board for approval. Blinn seconded the motion and the board voted in favor of the motion.

Bog Pond:  Maryann Broshek – Bog Pond discussion and review of document prepared by Earle Chase for the Conservation Committee.

Earle Chase had previously looked at the Bog Pond area and submitted a report to the Conservation Committee and provided the Planning Board with a copy of the report. The Conservation Committee would like to do a conservation easement on the town land in that area. The Conservation Committee represented that Selectperson Mishcon is looking for a recommendation from the Planning Board. It was the consensus of the Planning Board to be supportive of the Conservation Committee to present an easement on the property, but the Conservation Committee has more work to do regarding details of the easement and the Planning Board is in favor of what the Conservation Committee is planning. The Planning Board will request that the town Web site be updated with the most current version of the Natural Resources Inventory.

LPRC Andover Map for warrant Article – Doug Phelps

The map has been converted to digital form (GIS) by LRPC (Lakes Region Planning Commission) and has delineated boundaries on the map. A few areas need further review to determine the boundaries before a definitive version may be published. The board will work on this at the first August 2016 meeting.

Discussion and updates as time allows:

Accessory Apartments – Teach found an article from May of 2015 that was drafted for “accessory apartments”. In March of 2016, a new law was passed relative to accessory dwelling units taking effect June 1, 2017. Teach will update the draft to coincide with the language of the RSA for the new law.

Work on PUD & Conservation Subdivision is still being done.

Costa is still working on updating the major and minor subdivision applications.
