Meeting convened at 6:35 PM

Members Present: Marj Roy, Vicky Mishcon, Dave Blinn

Also present were: Chief Glenn Laramie, Chief Rene Lefebrve, Steven Barton, Sr., John Kinney, Glenn Haley, Greg Stetson, Chuck Ellis, and Andy Guptill

Road Agent Report:

Maple Street Bridge in East Andover – Last night Chief Laramie received a call from a concerned resident about a hole on the bridge. After Thompson looked at the bridge, it was determined that the bridge should be closed until he can find the correct decking to fix it. Jersey barriers were placed blocking use of the bridge from vehicle traffic. Thompson indicated the bridge will be closed for several days. The bridge was last repaired about ten years ago.

Sam Hill Road Bridge – Thompson estimated that the crew would strip the deck and re-deck it on Thursday of this week.

Monticello Road – paving work is finished. Thompson is very pleased with the work that GMI in Franklin performed on this road. The crew will do the shoulder work on Tuesday or Wednesday of this week.

Plains Road – ditching is completed. The shimming will be done the first of next week.

Kearsarge Mountain Road – road work is in the process of being scheduled.

Lawrence Street Bridge – Roy received a letter from Hoyle Tanner Engineering. The letter reiterates what was said during the last meeting. Checking the bridge will continue on a three-month schedule and later it might be pushed to six months depending on the findings. An emergency plan needs to be in place if the bridge fails. Bally bridges can no longer be rented from the state. To buy one of these bridges, it is approximately one million dollars.

Budget Committee Resignation

Wendy Pinkham wrote a letter of resignation from the Budget Committee effective immediately. Mishcon thanked Pinkham publicly for her five and a half years of knowledge and experience. Roy will give the letter to the Budget Committee.

Franklin Highway ,608 Acres Gift Offering:

Roy received a letter from the owner of a .608 acre piece of land on Franklin Highway offering the land as a gift to the town in lieu of taxes owed. Roy will respond to the property owner and suggest offering the property to the surrounding abutters.

Stephen Barton,Sr. Workman’s Compensation Issue:

Barton recently injured himself doing volunteer fireman duties. Primex Insurance Company has denied his claim after initially paying the claim. Primex claims it is because Barton is self-employed and doesn’t pay into the system. However, the town pays for workmen compensation for all its volunteers. The Board explained that Primex has conflicting information regarding these issue and it has been brought to the town attorney’s attention. Roy expects some insight from the attorney by the end of this week. Supplemental insurance information from Barton’s wife was passed out to everyone present to review as an option. After Roy has more information from the town attorney, the Board will further discuss this issue and look for options for the future.

Mishcon made the motion to approve the August 1, 2016 minutes. Blinn seconded the motion. All voted in favor.
