Select Board Minutes: March 8, 2017

Present: Marj Roy, Vicky Mishcon, Jim Delaney, David Blinn, John Thompson, Chuck Keyser, and Peter Maynard

Road Agent Report:

Keyser Road: Chuck Keyser spoke to the Board and Thompson about his concerns on the condition of Keyser Road. Keyser explained how bad the potholes are on the road. Keyser feels it is not being taken care of in a timely manner and is dangerous.

Peter Maynard also spoke about issues on Keyser Road. He is one of the five houses on that road. Maynard’s concern is that the height of the road has become very low due to washout. Maynard believes that the road needs to be raised and crowned and that will in turn alleviate some of the issues they have on that road.

The Board and Thompson agreed with Keyser and Maynard that the road is in poor condition. The plan is for Roy, the Board, and Thompson to meet and go look at the road to determine a plan to take care of it.

Last Street Bridge: Thompson scheduled the repairs for Thursday on this bridge. The repairs will use stock from the Maple Street Bridge. At this time, Thompson does not have an estimate of the cost of repairs for this bridge. As soon as this bridge repair is completed, road work will begin on roads in poor condition such as Keyser Road.

Gale Street Bridge Removal: Thompson needs to know what the State is requiring the Town to do. Once he knows the specs, then work can begin.

White Oak Building: The building has been painted, has heat, there is an office with a desk and file cabinet. Additionally, there is a first-aid kit, an eye wash station, and a porta-potty set up. The last thing they are waiting for is the power.

Dump Truck: The conversion is completed and will be on display at Town Meeting.

Work Session Rescheduled: The Select Board will hold their work session on Thursday at 9:30 AM instead of Friday at 9:30.

Monticello Road Extension: Map 18-Lot 410-483

Town Attorney, Matt Serge explained to Roy, the process for the Braley’s if they purchase the property as follows:

  • In this particular situation, the Planning Board is not involved.
  • The Braley’s petition the Select Board for a building permit.
  • The Select Board decides yes or no to the request for a building permit.
  • If the Select Board decides yes, they provide the Braley’s with a waiver of the town’s liability to the Braley’s.
  • The Braley’s sign the waiver and the Town records it at the Merrimack County Registry of Deeds.
  • Then a building permit is issued to the Braley’s.
  • The Braley’s will then need to go before the Zoning Board of Adjustment for a variance on the road frontage because they do not have frontage on a Class V or better road.

Attorney Serge will speak further with the Select Board regarding this situation next week while he is in town for Town Meeting.
