Approved Planning Board Meeting Minutes
February 12, 2019

Members present: Nancy Teach, Chair; Art Urie; Paul Currier; Doug Phelps; and Dave Blinn, Ex-Officio

Also present: Pat Moyer, Planning & Zoning Administrator; Pierre Bedard

Minutes of January 22 2019: Phelps – Motion to approve as amended; Urie – Second; Vote – Unanimous to approve as amended

Non-Binding Consultation – Border Line Annexation – Pierre Bedard, Licensed Land Consultant representing Roy Sell, 206 and 212 Switch Road, Tax Map 4, Lots 354,47 and 370,467 in the RR Zone: Bedard presented a plan and an Annexation Application and advised that Sell would like to straighten the current property line between his two properties and add .20 acres to Tax Map 4 Lot 354, 472 from Tax Map 4 Lot 370,467.  The board reviewed the application and Phelps made a motion to deem the application complete. Urie seconded the motion and the board voted unanimously in favor of deeming the application complete. A public hearing is scheduled for Tuesday, February 26, 2019.

Alex Estin – Lot Merger for Tax Map 17, Lots 163,448 and 170,442: The board reviewed, approved and signed the application for a Lot Merger

Reports of board members

Chair – Teach

1. The annual Planning & Zoning Conference will be held June 1, 2019.
2. Board members did a site visit to the Buswell property on January 25, 2019. Teach distributed draft comments to the Selectboard for review. Urie made a motion to replace “suggestions” with “recommendations”.  Phelps seconded the motion and the board voted unanimously in favor of replacing “suggestions” with “recommendations”. The comments will be forwarded to the Selectboard and will also become a part of the Planning Board record.
3. Warrant Articles pertaining to Village Districts Proposed Changes need to be drafted for submission to the Town Report.
4. A proposal to the Budget Committee for $4375 for a Deputy Zoning Administrator.
5. Jon Champagne would like to be on the agenda for the February 26, 2019 Planning Board meeting.

Planning & Zoning Administrator: An Alteration of Terrain Application was received from Proctor Academy.

Enforcement – Doug Phelps: A revised flow chart for enforcement was distributed for board review and more changes were discussed.

There being no further discussion, the meeting was adjourned at 8:40 p.m.
