New Town Administrator Greets Andover Citizens

Scott Hilliard, Andover’s new Town Administrator.

My Name is Scott Hilliard. I was hired by the Select Board to be your Town Administrator. I began my duties on January 2, 2024. I am writing to introduce myself and am excited to work with the Town employees and Board of Selectmen, to continue to make Andover the wonderful community to live and raise our families. 

I am a lifelong resident of New Hampshire and served 14 years as your County Sheriff. I have worked all my life serving the people. I also served as Chief of Police in Northfield, and then as your County Sheriff. Public service is my calling, and I look forward to working for the wonderful citizens of Andover.

As I get my feet under me, I am hoping to get out and around to know the roads and businesses.  As you are all aware, it’s the annual budget season, which we are diligently attacking. Many of you have stopped to introduce yourself in the Town Office. On February 29, I am invited to speak at The Andover Community Hub. I hope many can attend. I will see you all at Town Meeting on March 12, at AE/MS.

Additional Information: Scott E. Hilliard is a lifelong resident of New Hampshire and currently resides in Northfield with his wife of 36 years. Scott retired as the Merrimack County Sheriff in 2019, having served as Chief of Police in Northfield prior to being Elected Sheriff in 2006. Scott and his wife Jensine have two grown children. Scott brings a vast amount of municipal and personnel experience. Scott enjoys public service and is excited to work for the citizens of Andover and with the employees of the Town.
