Board of Selectmen Minutes, June 15, 2015

Condensed from approved minutes

Present: Chairman Coolidge, Selectwoman Mishcon, and Selectman Delaney; John Thompson and Town Administrator (TA) Marj Roy.

Road Agent

John Thompson informed the Board that the Sam Hill Road project is completed. The town sweeping is about half completed. Buoys are out at the beach, and the bath house was painted inside and out. He has received a lot of compliments on the mowing at the cemeteries.

Rail Trail

Peter Southworth asked the Town if they would help support the maintenance of the Rail Trail through Andover. Peter asked if we would be willing to have a budgeted line item to cover the cutting along the trail. Selectmen Delaney asked if we could hire Jim Shaw to do the cutting.

Halcyon Island

Selectwoman Mishcon reported there are 50 loon pairs in New Hampshire, and they should have 150 feet nest area. This will be discussed more at the next hearing.

Town Administrator

Marj Roy reported that we will be getting employee ID cards in September when the school has their school IDs done for the teachers and students.

Plodzik and Sanders: Our lead auditor said that we have had a huge improvement from previous years. It was suggested that our rules and regulations get updated and current for employee benefits.

A public hearing has been posted for July 6 at 6:30 PM. A non-resident public hearing has been posted for July 18 at 9 AM. A public notice will be posted for ZBA members.

Belletetes: New sign application. Selectwoman Mischon said that this application will need to be negotiated, and we will need to see what the lighted sign ordinance states for lights. Belletetes will look to see what size was originally negotiated.

Utility Assessing: Our representative, Rob Upton from Upton and Hatfield, is retiring, and Gary Roberge of Avitar recommended that we switch to Jay Whitelaw from Mitchell Group. The Board took a vote, and all voted to go with Mitchell Group.

Other Business

Jeff Bushey of 12 Pinewood Lane came to the meeting to see if the Town received a letter from his attorney regarding his neighbor’s shooting range. Jeff wondered if the Board of Selectmen had any questions. The Board will be meeting next in non-public meeting regarding this letter.
