Public Hearing

The hearing began at 6:30 PM regarding revision of the Town of Andover’s Administrative and Planning Board fees. There was no one from the public present for the hearing, and there was no discussion. The hearing was closed without public comment at 6:35 PM.

Road Agent Report

Road Agent John Thompson met with Derek Mansell from the Andover Conservation Commission regarding their concern of the Town excavating gravel at the Transfer Station pit. Thompson indicated that there was a public misconception that trees were being cut too close to the bog area.

Thompson also spoke to the Department of Environmental Services. The Town is expected to follow the same requirements as a private property owner for excavation. Thompson indicated that the excavation would be 100′ back from the bog, and the silt fence will be in place until there is vegetation growth.

One thing the state wants is a Permit for Land Use Change and a Reclamation Plan.

Crushing stone has been slow due to the above issues being worked out, which took priority. Thompson will have a proposal on the crushed gravel and other projects dependent upon using the crushed gravel.

Cemetery cleanup is all finished.

The crew is working on patching holes for the last three days on Monticello Drive.

Thompson received a couple of requests for more picnic tables at the Town Beach. There are currently three there, and three more would be helpful. Thompson will get some estimates for the Board on the cost of more tables.

Sand at the Town Beach: Roy spoke to this issue. The sand at the beach is down to gravel. Roy spoke to Department of Environmental Services and needs to file a Permit by Notification and a check for $200 in order to move forward.

Thompson is working on a proposal for having the cemetery hedges trimmed this year.

Dave Pilla and Thompson have not been able to speak together regarding the grant for cleaning up two culverts in town. There is one on Channel Road and one on Flaghole Road. Stacy Luke from the Merrimack County Conservation District needs the letter by Wednesday. Roy will write the letter.

The Board reviewed a communication log drafted by Blinn so that everyone knows what is going on in town with the road projects. If there are delays in getting work that was scheduled and not completed on time, the log will be helpful in knowing why.

Levi Southworth

The Board discussed with Southworth his intent to open up a portable hot dog vending stand in different areas of the town. The Board explained that Southworth needs to contact the State for setting up on the Rail Trail because that is a state entity. For the Snowmobile Club, the Board referred Southworth to the Club to see if they can work out an agreement with him.

Lastly, for the Town Beach, the Board referred Southworth to the Planning Board initially. Blinn will get the Chair of the Planning Board’s contact information to Southworth.

Southworth explained that he has a license with the State, and that Health and Human Services will inspect his hot dog cart. Additionally, he has a hawker/peddler license through the state, he is insured, has an LLC, and a tax ID.

The Board also indicated that Southworth should contact the Police Department to let them know when and where he will be offering hot dogs throughout town. Southworth agreed.

Ken Tripp Recycling Building Suggestion

Tripp is concerned with the exposed insulation in the recycling building at the Transfer Station. Tripp spoke to Les Fenton, who built the original building, about the situation. Tripp believes it is not only a heat loss issue, but more of an incredible health hazard.

The Board will be in contact with insulation companies for the library. At the same time, they will have the contractors look into the recycling building issue.

Town Administrator

Pat Moyer was hired to be the Planning and Zoning Coordinator.

Primex conference: Marj, Elita, and Lois attended the conference last week and thought it was very good. They would like others to attend next year.

Roy started writing “Tidings from the Town Administrator” for the Beacon.

The Supervisors of the Checklist requested $215 from the Town Clerk’s expense line for plastic sheet protectors. The Town Clerk is in agreement. The Board signed to expend the $215 from the Town Clerk’s expense line.

Recreation Committee

Reynolds and Donaldson, along with Frantz, requested approval for a couple of new programs including Track and Field and Biking in between regular sport seasons. The Board will discuss the proposals for the new programs before giving final approval, in case they have further questions.

Chief Laramie

The Chief requested funds to pay for a second repeater for the 2013 cruiser. The Chief explained how important it is to have this equipment. It is an item you buy once and can be used on another vehicle, if necessary. The cost is approximately $4,000. The board voted unanimously to allow the Andover Police to spend funds from their revolving account for the second repeater.
